Dr. Dimoff serves as an Assistant Professor at the City University of New York (CUNY) John Jay College of Criminal Justice where he develops and delivers homeland security courses, conducts research, and is the Coordinator for the Homeland Security Studies Program.
Prior to accepting his current position at John Jay, Lowell retired from the US Department of Homeland Security following a 20+ year career as a federal law enforcement officer serving in many frontline and executive positions. After his retirement from DHS, Lowell served as the Director of Security at the Ft. Lauderdale Int’l Airport where he developed and administered the airport security program, managed an annual budget in excess of $50M, and ensured compliance with TSA regulations.
Dr. Dimoff’’s federal law enforcement career began in 2002, when he joined the Federal Air Marshal Service (FAMS) and was assigned to the New York Field Office. Dr. Dimoff held many assignments with FAMS including Supervisory Federal Air Marshal where he led both the New York Training Department and a flying squad, Assistant Supervisory Air Marshal in Charge (ASAC) of the Headquarters/DC based Training Policy and Development Division, ASAC of the Philadelphia Field Office, Supervisory Air Marshal (SAC) in Charge of the TSA Canine Training Center in Texas, and Assistant Director of the TSA Training Centers Division. In 2015, Dr. Dimoff was assigned as the SAC of the Transportation Security Administration/FAMS Training Center where he oversaw the development and execution of the basic, advanced, and recurrent training programs for the FAMS, led international FAMS training efforts, and coordinated several other leadership and aviation security training programs. In 2020, Dimoff was selected as a member of the federal Senior Executive Service.
Prior to joining the Federal Air Marshal Service, Dr. Dimoff worked as a police officer, and served over ten years in the US Marine Corps. Lowell has over thirty-nine years of military, law enforcement, emergency management/response, and executive leadership experience. Dr. Dimoff holds a Bachelor of Science degree in Legal Studies with a minor in Management. Additionally, Lowell graduated with distinction from the United States Naval War College where he earned a master’s degree in National Security Studies and was designated a “Gravely Fellow.” Dr. Dimoff earned a Doctorate in Homeland Security Studies at Saint John’s University in Queens, NY.
In addition to his work at CUNY, Dr. Dimoff serves as an Adjunct Professor at St. John’s University, the University of Maryland, and Trident University where he instructs homeland security and criminology courses. Dr. Dimoff is a board member on the Federal Law Enforcement Training Accreditation Board whose objective is to enhance the quality of federal law enforcement by establishing and maintaining a body of standards to promote the effective and efficient use of resources for federal law enforcement training.
