Joseph M. Mastrianna was appointed as Assistant Director, Office of Human Resources and Professional Development for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) on November 19, 2023. In this role he is responsible for cultivating a diverse workforce ready for the challenges of reducing violent crime by hiring qualified candidates, retaining valuable employees, and equipping all employees with the knowledge and skills they need for their current and future Bureau positions.

Prior to Mr. Mastrianna becoming Assistant Director of HRPD, he served as Acting Chief Management Officer at the Office of Federal Student Aid from August 2021 to November 2023. From 2012 to 2021, Mr. Mastrianna worked in a variety of administrative support leadership positions at Customs and Border Protection (CBP) and the Food and Drug Administration (FDA). As the Assistant Director of Workforce Management at United States Border Patrol, he directed oversight of Border Patrol agent and operational support staffing for approximately 23,000 combined personnel. Furthermore, while Director of Management Operations at the FDA's Office of Regulatory Affairs, he led a staff of approximately 220 employees, providing human resources and facility services to over 5,000 employees located worldwide. Finally, as the Deputy Executive Director of Planning, Program Analysis, and Evaluation at CBP's Office of Human Resources Management, he directed human capital analysis, strategic resource planning and execution, organizational development, employee engagement, business process improvement, automation, and maintenance of Human Resources Information Technology.

Mr. Mastrianna was a career U.S. Air Force mission support officer with 28 years of administrative support experience. He is the recipient of numerous honors and awards for his service to include the Defense Superior Service Medal, Legion of Merit, Bronze Star, Meritorious Service Medal (9Awards), and Civilian Performance Awards (2012-2023).

Mr. Mastrianna received his Master of Business Administration from Cornell University and his Bachelor of Science from University of Maryland. He is married with two children.
